Put them in a bowl and add all the ingredients except the water. Mix very well, so that they are oiled everywhere. Empty them into a baking pan, along with all the liquids in the bowl. Pour over the water and bake at 200°C for 1 hour, covered with aluminum foil, until softened. Put the minced meat in a bowl, grate the onions and tomatoes directly into the minced meat because we need all their juices. Drain the bread, crumble it and throw it into the minced meat. Add the oregano, salt and pepper, vinegar and olive oil. Knead very well, to soften the mixture well. If it is tight, sprinkle with a little water. If it is runny, add a little bread, breadcrumbs or oat flakes. Shape into 10 or 12 pieces and arrange them on top of the already baked potatoes. Continue baking for another 30 minutes, removing the aluminum foil. If baking with fan-assisted oven, lower the temperature by 20°C and reduce the baking time by 10 minutes.
